i'm trying to change the password of admistrator , but i got the next messages: "You are not authorized to create, modify, or lock instance DATA-ADMIN-OPERATOR-ID ADMINISTRATOR@PEGA.COM , and i'm logged as administrator

If you have access to any other admin operator id then you can login and reset the password for Administrator@pega.com operator id.
If you do not have that option then only way would be take a R-A-P of Administrator@pega.com Operator ID record from another instance and import it using command line utility. This will override the existing operator record and you should be able to log into the system.
Please have a look at the access when rule pzModifyAllowed on class Data-Admin-Operator-ID. Make sure that access role PegaRULES:SysAdm5 is in your access group when modifying the email@example.com operator.
This issue is resolved through the following local change:
1. Login as Administrator@pega.com 2. Select Profile from the drop-down next to the operator name to view the Operator Profile 3. Select the Change Password button 4. Enter the password information and click Save
