In order to bypass this constraint issues, we need to skip the existing data from respective table’s i.e. WORKACTIONS and INTERESTRATES by taking backup and restore the data back to new created tables after successful SI Payments.jar import. We can achieve this in many ways.
you can try below steps might fix issue and completed Framework upgrade as one of the way.
Renamed the existing tables 'WORKACTIONS' and 'INTERESTRATES' into 'WORKACTIONS_ORG' , 'INTERESTRATES_ORG'.
Run the import wizard, choose the Manual options for schema changes and Download the SQL script.
Run the generated SQL scripts, which contains create table scripts for 'WORKACTIONS' and 'INTERESTRATES' tables, since these tables were renamed.
Merge the tables 'INTERESTRATES' , 'INTERESTRATES_ORG' using the following sql script.

If you could share in this post the steps suggested were taken to resolve the issue and also this might not be feasible to follow the steps in production where team might not get the necessary permissions to rename etc.
