Access manager does not list any flow actions in Flow Action node of a case type even though the case type has both connector and local flow actions. Is there a way to make sure flow actions are visible?

A Privilege can be added in a flow action's security tab by creating a separate Privilege. However, the question is to leverage the Access Manager to add a Privilege in flow action so that the Privilege would be added like 'AM:Rule-Obj-FlowAction:FlowActionName' in the Security tab of flow action.
I reviewed the behavior on my 7.4 system and it is only showing the flow actions associated with starter flows. For example, in the case type rule for my case I initially only had pyStartCase as a starting process. When I included other starting processes, I saw the flow actions referenced in those flows included on the Access Manager landing page.
I traced the process and see there is a pxGetRulesByWorkTypeClass activity that is used to get the starter flows and referenced flow actions. This is a final activity.
I see an enhancement request has been submitted regarding the behavior but it does not look like it has been completed. The enhancement is FDBK-12472 if you want to work with your account executive regarding the feature.
