Specification Linking to correct Rule type under Implementaion
PRPC always requires Specification to be linked to Class and Activity (excluding Reports) but in reality there are many specification where you might not have Activity written to implement a Specification like Interest Calculation need Data transform or Specification which just requires a display ? I believe PRPC should be enhance to link a Specification to other rule type as well or should allow just to capture Class name with Specification. Let mw know thoughts on it.

Can you please let us know what version of the Pega Platform (PRPC) you are using?
In Pega 7, you can associate specifications with most ruleforms for implementation rules via the Specifications tab:

You can also associate specifications with steps and forms on a Case Type from within the Case Designer:
