Could you please clarify a query related to Pega Marketing 8.3 - Actions concept. We have a new tab introduced in Actions i.e. Treatments. Based on the user guide we can specify any type of treatment(email, web etc.,) in that tab. However, I could not understand the purpose of that Treatments tab completely as we can specify the treatments in offer flow too. Could you kindly explain.

The purpose of the treatment tab is to allow you to catalog all treatments associated with an action per channel. Once it is cataloged that way, decision logic can be used to identify the right treatment to use. Once the decision logic decides what treatment, the action flow can be very simple and just send the right treatment based on the strategy result and not have to have extra logic in the action flow.
This is mainly added in support of NBA Designer where all this logic is automatically managed for you, including automatic treatment selection via adaptive models. Having said that, it is usable with with manually created strategies as well.
