After restart of Agent SLA WorkItem is in the same place in the flow

Hi Community,

while testing DataMigration from Pega6 to Pega7 we stop all agents on both platforms, SLA Agent was 1 of them.

After starting the agents i expect the workitems father work.

It seems that workitems waiting in an sla to process in the flow, when sla is stopped, do not process father in the flow, after we start the sla Agent, if the time is passed during sla agent ist stoppt. 

Anybody know what to do? How Iems can process father?
