After running the outbound scheduler, How to see the customer counts at various stages of the strategy such that we can see how the final customer target counts were generated from the starting customer count which is populated on Segment so that we can keep track of customers being filtered at various stages.

What you need is to run a decision funnel simulation with the same audience as your outbound. The funnel simulation reports should give you what you are looking for. And I would do this before running the outbound schedule, not after.
I don't think there is a capability like that in CDH/platform OOTB.
Ideally, people use funnel simulations in these scenarios because what you get from the funnel reports is the percentage of audience that was filtered by a given component in the strategy execution path. If your simulation audience is a representative sub-set of your customer base, the percentages can then be extrapolated for expected run-time results in production.
The purpose is to give you an environment as production like as we can get, where you can do these experiments and give the customer the confidence that the outbound campaign is running correctly and as expected.
