Ambiguity in CLSA 7.1 Question regarding Unique ID

How does PRPC ensure that it generates a unique work object ID? (Choose One)
  • It uses the same counter for all prefixes, the counter is stored in a database table
  • It checks for the lowest unused ID for a particular prefix in the work group table
  • It checks the work group table for the highest ID for a particular prefix
  • It stores the counter for each prefix in a separate database table
 
Correct Answer seems to be:
It stores the counter for each prefix in a separate database table
 
Can some explain how this is correct answer? All the counters are stored only in pc_data_unique_id.
