Assing work to new Createt Operator ID in Case

Hello, we have to make an Case where a Customer needs to be able to create a Operator ID, this is allready solved, next thing is that the new Operator should get an Form inside the Case and should also get an Email information about is Login , Username and Password.

Now my question: how do i assing, or route an Case to an OperatorID as an Variable, because when i design the Case, the Operator does not Exist.
