Bulk create does not show my class

I'm not able to see my class in the bulk create menu. I have the correct privs to use the bulk feature. When I select the create radio button I see message "No Case Types found in the application" and there is no drop down control. I traced the process and found that D_AllClassesInApp is the source of the llist and it is loaded by the pyGetAppClasses report def. The report def filters for classes where pyClassGroupIndicator = HASCLASSGROUP. My class is its own class group. It does not below to one. Using a private edit when I change the condition to use ISCLASSGROUP I can see my class in the list.

Why is my class excluded? Every article that I've read says that this bulk action is not support for child items. My class is not a child.
