As pert OOTB, we don't have the history for Data Type. We can see the Updated Date Time and Operator details of Data Type records.

Data type is a data class.
Assume that you are working on CleanApp Application for an organization MyCorp. If your data type "Customer" is created in implementation then the data type has the following as the class.
MyCorp-CleanApp-Data-Customer.
Right click on the Customer class and click on Definition. then go to history tab, you find who has updated the your class( Data type)

I don't think we have a Data Type Rule. It isn't a rule, it is a data form.
