Go to Administration -> Rule Utility Library Extractor. You mentioned that you had extracted the libraries but couldn't compile. Were you referring to the SMA steps above and received an error? We need to run all those function with that library, instead of openings and doing manually one by one. Is anyway we can generate those funtions as a bulk?
