Declarative rules are not getting fired on Page-Change-Class

In one application the work case page class is getting changed erroneously during the application execution path. We want to debug where from it is getting changed.

For this purpose:

1. We created a declare onchange on pxObjClass but the declarative rule is not getting fired.

In one of the Test activity we tried checking or un-checking SkipDeclarativeProcessing in the Page-Change-Class method - but it is not making any difference.

2. We also tried creating a temp property and created declarative expression on that prop which will get populated whenever input changes (pxObjClass). But even this is not working.

We don't want to create declare trigger for this purpose.

Can anyone please help on this issue? We're working on Pega 7.1.9.
