Declare On-Change not firing And Re-Validate and Save did not resolve the issue.

Hello,
If you think there's a problem in the declarative network and revalidate and save didn't work, you might consider trying to clear the declarative networks in SMA via Advanced > Declarative Rules Management. If something got fouled up in the declarative network, that should fix it.
