We had a situation in production, sometimes emails are not receiving by the customer but it attached to the work object. whenever we restart the servers all the emails which are struck will trigger at a time. this had happened twice in production. We are working on pega 7. Did anyone faced same issue?

In production environment we had an issue, sometimes emails are not going out it might be struck, once we get this issue any emails will not go out for all orders once when we restart the server all mails will trigger to the customer. we had configured pega out bond in our application we are using pega 7.1.7.
Usually users will hit by mail when any work object is assigned to their queue.But some times they are not getting mails after certain period of time(Might be after 3 or 4 weeks),and once we restarted of our application servers users are hitting by mails.
