"Enriching Business Applications with Next-Best-Action" from the Customer Decision Hub 7.21 course

I was targeted to recieve an email containing a link to the video "Enriching Business Applications with Next-Best-Action" pulled from the Customer Decision Hub 7.21 course. Whenever posible, I watch these videos and appreciate the emails to keep me up-to-date on new training materials.

The video highlights the interaction rule for calling a decision strategy from a flow. Watching this "new course" made me question what I've learned about data flows. Aren't we supposed to be moving towards data flows? If we are supposed to continue to use interaction rules sometimes and data flows other times, can you help me understand the best practice? Are data flows for Decisioning only clients and interaction rules for BPM/Decisioning clients?
