You have two Applications on same environment(on same server and DB)- App A and AppB. Now FCM is configured on AppA to access the cases that are in AppB. Is the Dynamic System Setting named 'prconfig/authentication/redirectguests/default' created and set to with value 'false'? This is requires a restart of the server. Is there a common operator on both the applications? Is the Case in the remote App B is enabled to create new cases. This configuration is present in the Advanced tab of the Case type rule. If you still see issues please provide logs. If you see this as an regression raise an SR.
