I will need more information to offer any suggestions. If you are able to post your runtime log, or a sample solution, then perhaps it will give me some insight. If not, I would suggest that you open a support request and record the SR number in this post.

yes, i was using the installer from pega academy at first and there were no issues. i migrated into this version as this is the company licensed version. previous plugin was uninstalled before i installed this new version. what seems to be the problem?
Perhaps your config files are just old. Delete (backup first though) the contents of %AppData%\Pegasystems and try again. I suspect you just have something invalid in your RuntimeConfig.xml. If you delete the one in %AppData% the one from the installation directory will be used instead.
