I've seen instances in the past where issues occurred when the batch file that comes with one versions of 7.1.x was used with a different version of 7.1.x. Where did you get Pega 7.1.5 base prpcUtils batch file? Please use official Pega 7.1.5 prpcUtils batch as base and then add your application server information. It can be retrieved from the Pega 7.1.5 software distribution, under scripts\utils directory. I have attached official 7.1.5 prpcUtils batch file here for your reference.
