How can enhancement requests be entered in a formal way?
I have a client that wants to enter a enhancement request but is missing some guidance on how to do that. Is there a link on PSC that I've missed where those type of requests can be entered? What is the process in order to generate such a request and could we make that "how to" guide available publicly?

That is not quite correct. The PSC is the place to go if you know right off the bat you just want to submit an enhancement request. An SR at that point is not necessary, nor the best approach. The PSC moderators can help you create an official FDBK item right here from the PSC for you.
If howevever, you suspect there might be a defect and you have your analysis ready for GCS and SMEs to review then an SR can be appropriate. And of course SRs can still be evaluated as an enhancement if the expected behavior and the intended design were not in agreement.
I hope that clears up the distinction between the two and our current process to date.
I actually really like the latter half of your question/post. I don't think a "how to" is necessary here, but at the very least we could have handy links for this in the PSC or FAQs. This sounds like a fantastic "enhancement" to the enhancement process. Let me run this by some of the PSC folks.

First - We don't have a guide persay, but I am happy to write out steps in a future blog post in here! I'll get that done ASAP! But to help you out now, all your client has to do is to come in here (the PSC), click Write a Post, enter an appropriate title as to the enhancement that is wanted. Then in the body of the post, write as descrpitive as possible to what they are looking for. Now, for the Topic Category, please select Product Enhancements.
Then once that is posted, one of us Moderators (myself, Lochan, and Vidya) will submit it on your behalf and will update the post with the Feedback ID that can then be brought to the Account Executive for further action.
