I tried some maual js code to do this job. But in IE it is not sowing icon instead it is showing the tomcat server icon. So basically saved as pyPortalHeader HTML Fragment into application ruleset and created a binary file of type image(format ico) and referred the same like below, <LINK REL="SHORTCUT ICON" HREF="images/VzwIcon.ico"> After this change clear the browser cache and relogin you will able to see the changes immediately.
