How to clone a Tomcat server

User needs to setup a number of app servers under a load balancer all pointing to a single DB.

They have tried building the first server, and then cloning it using this script:

This link describes how to clone everything, including the database.  Skip steps 2 and 3 if you are using the same DB for each application server.

But after creating the first few, they are seeing an error.  They can start a tomcat for the batch work, plus 2 tomcats for users, but any further tomcats fail with this error:  Has anyone seen this & know how to get around it?
