To answer your specific question as to whether what you are looking for is available OOTB, the answer is, unfortunately, no. At least not that I can find in Pega 7. The Repeat Grid layout does offer several pagination options, but your scenario is not one of them.
If you take a look at the paging examples in the UI Gallery, I think the "Page 1 of X" and "Rows 1 - Y" are the closest to what you want, but still not quite it.
One thing that might be worth trying (though I do not promise will work): When you select a Pagination Format, you then get a drop-down to specify how many rows to display on a page. If you choose "Other", you get a field to specify your own number. I wonder if you can reference an integer property in this field and then put a Results input in the bottom action area using this property to dynamically set the number of results to display.
Again, I have not attempted this myself, but could be worth a try. Of course, even if it works, I wouldn't consider this to be an OOTB solution.
I think what you are looking for is a common enough use case to warrant an enhancement request. I can enter one on your behalf.
