How to create a new correspondence from the Case Manager portal?

Hello everyone,

I have a requirement to allow manager to add a new mail or modify an existing mail that is stored in a correspondence rule.

To modify an existing mail, I just delegate the rule but how can I do to enable a user to create a new correspondence ?
