How does PRPC interpret "file://web:/" or "file://default:/"

With SMA tool, I noticed there are two PRPC configurations using unfamiliar syntax to describe directory path.

SMA > Administration > Configuration Management

initialization/pxserviceexportpath = file://web:/StaticContent/global/ServiceExport/

pr_root = file://default:/

Can anyone explain how does PRPC interpret "file://web:/" or "file://default:/" ?
