I want to get true only if TestProperty1 =3 and TestProperty2 = 5. In this case I have two possible candidates, but since IsInPageList only allows one condition I can't use it alone. Is there any other way to approach this?

I couldn't find the rule which can compare multiple properties in the page list as per your requirement, but as per my idea why can't you try to use || condition between two IsInPageList functions to check for both property values using 2 IsInPageList functions with the help of || condition? Wont this satisfy your need.
Can you try IndexInPageListWhen(whenName, lookIn) function. Which will return the index of the pagelist which satisfies the when condition. Inside the when rule you can specify any number of properties. The function will return the first index of pagelist where the specified when is satisfied, otherwise it will return -1.
