We have a requirement where a case will be submitted by the requestor to the manager repeatedly after the manager approves each submission. In this scenario, if the manager approves a case after the second submission, the case shows it is sent to the requestor but if the requestor tries to open it he gets 'case is locked by approver' error message. But there is no lock instance available in both PR_SYS_LOCKS table and in Lock cache (Designer Studio -> Process & Rules -> Tools -> Work Admin -> All Locks). We have no clue on where the lock instance is available.

PR_SYS_LOCKS and (Designer Studio -> Process & Rules -> Tools -> Work Admin -> All Locks) gives same data. Moreover (Designer Studio -> Process & Rules -> Tools -> Work Admin -> All Locks) report is a UI presented form of that table. In PRPC v6.3 and above, lock information is held in the memory of each node, rather than in the database alone, for improved performance. There is no OOTB report to read data from Lock cache.
System might held a soft lock due to mismatch of timezone as well. Can you pls specify how many nodes you have and whether all timezones (Application server + DB Server) are same?
