Is mandatory to set final status starting from 'Resolved%'
It is best practice to set final status starting from 'Resolved%' but Is mandatory to set final status starting from 'Resolved% in case design?
What will be impact on case management
1 If final status is not starting from 'Resolved'?
2 Can we set final status as "Approved" or "Rejected" instead of Resolved
I know it will impact on pega ootb functionality like report and other tracking.

Yes I think it always be best practice to use a status starting with "Resolved". If you don't has you said you may have a lot of OOTB functionalities not working has you would expect.
