What version of Pega are you on? Can you attach the RAP being imported? Is it only this RAP causing the issue? 


It is also possible a Fiddler trace will help to debug this. Chances are there is something similar to "call FinishAssignment which will invalidate the previous pzTransactionID".

Are you using HotfixManager to import a DL file? What exactly do you mean by importing a Pega patch? Attach the file for debugging.
