The issue may have something to do with the privileges for the role I have in the access group for the portal. If so, I am not sure which privilege is needed for pyCaseManager or pyCaseWorker. But I could also be mistaken.

Can you compare these nonWorking operator ids and those working operator ids?
You can check the access group / available roles / privileges of them.
By checking "firstname.lastname@example.org" operator id , [this one should be able to launch pyCaseManager7 and pyCaseWorker] and use it as an example to compare with your created operator ids. You will see the differences.
i have mapped the correct operator Id in Manager Field in Work groups rule as you specified. But still i am unable to open(Create/Modify/Delete) any Operator record present in application. On click of any operator record receiving "The operation was completed successfully, but no content returned". Can you please help me to resolve this issue.
