We are running 7.2.0 so I cannot speak directly to what is possible in 7.2.2. However, I don't understand why you would want to create a tenant in dev and migrate it to downstream servers. In our use case, we create a tenant in a testing environment, test to ensure we have the configuration and application correct, then export the environment RAP file from the testing environment shared layer, import to the production environment shared layer then create all required tenants using that.
In the tenant creation process there is a way to import a RAP. As suggested by Salazone, I would keep updating application framework in shared tenant, but if you want to accelerate delivery of new tenant, use the SOAP service for tenant creation and pass a base RAP containing basics for using your framework (application ,accessgroup, ruleset with implementation rules,...), see the CreateTenant service in multitenant administration guide
