See if any error in console, check if CSS are loading or not. Else do as suggested below and should not taken as standard practice, but as its personal edition you can try below: Try first in incognito mode, if it doesn't work then clear temp folder in your sever and restart. But just noticed, that while logging as an administrator, it is working fine, whereas with other operators, the error persists even after all those cache and temp file deletion. Anything else that I can try. You can also try to run the tracer before you open the portal. For rest of the operator IDs, it is working.
