As I wrote, release notes only list resolved issues, without details on where and what.
So I would like this detailed list in order to be able to identify changes on rules involved in my treatments, and check for regression or need to rebase/refactor some of my rules.
(Instead of checking one by one, the dozens of rules executed within them and reverse engineering each modification : like you said "waste of time").

I think it is important to understand if you are talking about a patch installation (moving from 8.4.1 to 8.4.4) or about an upgrade (moving from 8.2.X to 8.5.X).
Patches come only with bug fixes, but no changes on the functionality.
The article that you linked (specific to Pega Customer Services) shows changes that happen as part of an upgrade from 8.X to 8.5. It contains the list of rules whose availability has been changed. This type of changes were done on this particular version of Customer Service with high impact and that was the reason the list was released.
