1)We can send notifications via, mail, using some ootb activities such as corrNew or sendEmailNotification. These activities can be configured to run via agent,or utilities
2)EmailAcounts can be listed in below landing page:Integration-> Email-> EmailAccounts
EmailAccount can be configured for a particular workpool. If configured, the mails can be send from this account to any other account(gmail/outlook etc)
3)Not sure if I understood your question correctly, but
During case creation, the WO renders in new harness, and when performing some actions, i.e if we are on assignments, it renders in perform harness.After resolving, it renders in review harness.

Can you explain more on point 3, what exactly is the requirement that you are trying to achieve ?
As per your query regarding how can we send notification. There are APIs exposed (CorrNew, SendSimpleEmail) which helps in sending email notifications and these are the same APIs which are used even by SLA and agents. So you can use these APIs anywhere you want to send notification. These are not restricted only for assignments and agents.
