Rule Check out Failed

Hi ,I'm Trying to Checkout a Rule , Pega is not allowing me to do that. It say's that Rule set is locked , Please save it into the Unlocked Rule set Version. However , The Rule set is not locked and "Allow rule check out option was enabled for my Operator ID" instance. I have resolved this issue before by clearing my Browser cache , but some times still it reappear's even after that.
