Setting up the environment for Exercises

I am trying to set up my environment for exercises. When I click on the URL above it times out. I not using a Proxy, turned my virus protectoion off. But now progress.

Did you download the exercise system as we explain it in the Before you begin lesson? And did you install it according to the Exercise System Guide document?
