Start process injected C:\Program Files (x86)\Internet Explorer\iexplore.exe failed

We have a RDA bot installed in user machine. When user clicks on the bot it should be able to open IE and login into specific application. But user is getting the below error.

Received following error in user machine "Start process injected C:\Program Files (x86)\Internet Explorer\iexplore.exe failed"

I have seen some suggestion for above error but those were during the interrogation. This is happening only for one user who recently got upgraded to Windows 10.

User has Pega robotics runtime 1090 version installed and using Windows 10

Can anyone suggest how can we fix this issue.
