Startup server issue and unable to open login page on Pega Platform Personal edition 8.6

i have installed successfully without errors

startup server is not working and it stops at

when i tried to open the login page

it shows this: 

It looks like the webpage at http://localhost:8080/prweb/PRServlet might be having issues, or it may have moved permanently to a new web address.
