I am trying to create a new version of a Survey Questionnaire, however, instead of getting the newly created version, I am receiving the first version of it. Any ideas why I am encountering this issue? We are using Pega 6.3. I am receiving the new version of the survey email but not the questionnaires.

My understanding of the issue is that if you have updated the survey rule in higher rule set version, run time display is always showing the old version survey. Can you please check if the application has access to this latest rule set version i.e in application rule has reference to highest version of the ruleset containing the survey rule.
I am receiving the new version of the survey email but not the questionnaires? do you mean survey sent via email works fine but not when running through flow?
Yes, I am receiving the correct email template which is the new version of the survey email template, but when I am clicking the survey link, I am getting the first/old version of question page, and now getting access denied message too. Currently, Ruleset containing the survey is not being referenced in application ruleset. But if I am getting the new version of the email template already, is it still necessary to add this in application ruleset?
What do you mean my survey email template? As Sandeep suggested, it might be because survey ruleset is not accessible. can you try adding correct ruleset containing your survey to your application ruleset stack?
