SuspenseOpen Flow Error Handling

In the PegaCard-Sd-Dispute-.SuspenseOpen (PegaCardSd:07-21-01) flow, if the ReceivableOpen flow returns a fail status, then smart dispute sets a ticket to EndFlows, which ends the assignment. In the case of an error, shouldn't that error be handled?
