There is no product per se called Empathy Advisor. The functionality was achieved using Simulation Testing. In order to achieve the same you would need to run two simulations of your NBA Strategy - one which executes your as-is prio and another one where you would execute a propensity only prio. Using report definition you can build the 2 reports that we have shown during PW.
This means that you'll have two strategies - your OOTB NBA Strategy and variant with the propensity based prio.
