From 7.1.8 Developer Help https://pdn.pega.com/sites/pdn.pega.com/files/help_v718/procomhelpmain.htm#rule-/rule-html-/common/commonlayoutsection.htm#kanchor9738:Section — Include one or more sections within another section. A wireframe appears around the included section, which is labeled Section Include. From the section's header, you can open the rule, and if enabled, use check in/check out features. I hope this helps.
