Unable to open an instance using the given inputs
While clicking on the link to download and open an attachment using OOTB section "AttachmentListView", I am getting error as: "Unable to open an instance using the given inputs".
Please suggest. The record exists in DB.

Could you please confirm the Pega verion used?
Are you able to to see the same issue with an OOTB User?
For test purpose: Login as administrator@pega.com/install and run an OOTB flow and try the same usecase.
