Did you click on the Generic offer before performing Step 4? If so, the system considers it as a positive response, that is the customer being interested in the offer and hence you will not see the Cashback offer post strategy change. Please try logging in as Troy and refreshing the website a couple of times.
When you do not click on the offer and just refresh, the system understands it as the customer being disinterested in the Generic offer and will present the cashback offer. Hope this helps.
