Then same dashboard should be available to all users. OR Are you importing your application to some other system and trying it. If you are importing, you have to package System-User-Dashboard instance as well. But now I made the option to be visible for developers. Now I clicked that option "publish to default", and logged in other end user but Widgets are not shown by default on login. Could you please help me to understand why publish to default not working? For your Info: I'm checking in the same environment. Open up your dev portal and Add Developer access group to that operator. Make it as default access group initially. Login using that operator id and Open up portal you want to add widget. A gear will be visible in the right top corner. Add up dashboard widgets by clicking up that gear icon. Add, remove, alter widgets by using drag and drop. Once decided, Click down arrow near to publish (use this to reflect current operator alone) and click "Publish to Access group". Now login to your dev portal, remove that access group to that operator. Now login as that end operator and check whether the dashboard reflects that widget.
