Getting No ID error when trying to open assignment


I have a requirement where I need to send(email) an assignment to an external user. We are creating an OperatorID (Create Ldap User) for the user and routing it to his/herwork list. When the assignment is sent to him/her for the first time, He/She is able to open and perform the assignment. However, When the same user is sent an assignment , for the second time( in the same case, but in a different stage), He/She gets a No ID error. Any ideas on how this can be resolved?

We observed that when the user submits the first assignments it takes him to case summary page. If he doesn't close that work object and tries to open another assignment (in the same WO) that's assigned to him, the NoID/"The flow this assignment corresponds to has been removed." error message is displayed.
