How does class join used in a Report Definition work when the reporting column in target class is compared with null value?

Hi All,
      I have two classes - Work and Quote where Work is the Applies to class of Report Definition and Quote is the target class which is being joined with Work class. Both these classes are joined by using a key that is unique for all instances in both the classes. The purpose is to use a single column say 'Status' from target class as filter condition by comparing it with a parameterized value on right side of edit filter.

Consider a scenario where there are no values passed to parameter that is compared with filter column 'Status'.

Can anyone please let me know how does class join behave here? I believe since the parameterized value is null, the entire filter condition would be removed in logic and therefore no class join applies in this scenario for Report Definition. Please confirm my understanding.
