I don't think there are such flags to make modal dialog movable but there is an alternative way to make it via customization.

/* Will be executed before the modal dialog appears on screen */
pega.u.d.modalDialog.subscribe("show", function() { 
//customize - remove background masking of modal dialog, write movalble modal dialog logic here
}); 
 
  /* Will be executed on before modal dialog disappears from the screen */
pega.u.d.modalDialog.subscribe("hide", function() { 
//write your custom logic after modal dialog close
});
