non-existing branch ruleset is being checked against during a RAP package import process

We have found some strange outputs in the PegaRULES.log int our UAT environment today when we try to import a RAP package into our UAT server.

What makes it strange is that it seems importing process is comparing the rules in the RAP package against the rules in a non-existing branch ruleset, such as "AcctMgmt_Branch_Phase2-3:01-01-01".

"AcctMgmt_Branch_Phase2-3:01-01-01" was created in the development environment, and had been mistakenly imported to the UAT environment before, then being deleted from the UAT server many weeks ago when we noticed the mistake, and we can not see it any more in the all ruleset version record list that is displayed by selecting Rule explorer > SysAdmin > RuleSet Version in the Designer Studio.

Which table or cache is being checked during the import process, to decide which instances in the RAP package to be imported and which should be skipped ?
