Change stage is not working

I am facing issue with the sample case provided in Pega7 express application when trying to use Change stage functionality.

Steps I performed:

1) Create Service Request case

2) Complete Collect Customer details task

3) Complete triage task

4) On Fix task, select action 'Change Stage'. And select stage=Create or Triage

5) Expected: On submit, it should take me to selected stage

6) Actual: It took me to Resolved stage.
